What steps will reproduce the problem?
1. Install zperms
2. Set read mode on in all instances but 1
3. Add someone to a group in the non read mode instance
4. /perm refresh in instance where someone was added to a group
5. /perm refresh in all other instances

What is the expected output? What do you see instead?

I expect to see player ranks to be synced, instead I only see it happening in one instance

I made sure to restart all the instances after changing them to read mode
