Changes v1.021

• added numeric wxbuild feature
• removed case sensitivity when autobuilding gates
• implemented pluggable permission backend (Inspired by PermissionsEx)
• default permission backend is pex
• Changed PlayerInteractEvent handling
• added Command /wxt permission (will show the current permission backend)
• merged pull #20 from dumptruckman (filter out non moving players)

Individual Permissions has been disabled due to backend refactoring.
Note: This has nothing to do with normal permissions only permissions stored in database (when used /wxt perms) would be affected
