What steps will reproduce the problem?
1.restarting server
2.changing all 'falses' to 'true" for various user type permissions
3.restarting game and server

What is the expected output? What do you see instead?

something. nothing.
What version of the product are you using?
world protect

Do you have an error log of what happened?
yes; "unknown command" always as if the plugin is not there

I'm using a rental server, so the bukkit and world edit and your world protect are on it.
I have no console and don't know where I'd get one aside from the basic one in my server itself I rented. Neither there nor inside minecraft can I make any of the world protect commands work. It is as if it's not even there but is installed and says it's running on my rental server which is multicraft under hosthorde
