What is the enhancement in mind? How should it look and feel?
There should be a permission to forbid WorldGeneration

Please provide any additional information below.
worldportal.worldgeneration

Because I have different plugins for worldgeneration. And only want to use the WorldPortal to link and teleport.
Also it forbids world creation when entering a world with a typo inside.

I like the idea and I'll add this in the upcomming version.

Yes sure there is. I'm still not sure what I've to do, I've the source and everything but what do you think? Should I make it so that you'll never be able to create a world while creating a portal, so you've to do it with (/wp createworld <world-name> [flag])?

If I can wish for something. For me its fine to have a) a config param createworld: true|false to enable/disable creation on a config level or b) a permission for creation, so only people with that perm can create new worlds. (and I can set that globaly to false)

Because I have builders that are allowed to create portals but they should not be able to create new worlds.

But you don't need a new command, just tell the portalcreator "you're not allowed to create a new world"
