Patch: Cleaned up permissions checks, hardcoded so that ops are by default allowed universal permission to the plugin.

Has a conflict with HeroChat 4.10.3.

If you manage to get the plugin to work with HeroChat of any version, please send me a PM with your RB number, WF version and HeroChat version.
