What steps will reproduce the problem?
1. Try to set up an "auction" when you don't have enough funds for the fee.

What is the expected output? What do you see instead?
I expect the web page to say that I don't have enough funds and not do anything else. However, it will sometimes reduce the number of items in stock to 0 - showing it as a line on my Items page with amount 0. When you try and mail the 0 items to yourself, you receive 0 items.
