Multi World Support!

• Added a world blacklist in the config. Players can never claim rewards/milestones in these worlds.
• Added the option to set the required worlds per reward/milestone with the new "worlds: " node.
• Added the ability to tell VoteRoulette to consider the world the player is standing in first when a player votes

- Made the /vr forcevote command ignore the player blacklist entirely

- Added /vtr as another command alias

Since there is new features and additions to the config. It's recommended you rename your current/old config to something else (like old_config.yml) so a new config can populate and then you can copy over your rewards/milestones. See the updated config here.

Permission group reward settings don't work well with GroupManager if you are using inheritance. Fixed in v1.6.
