Help commands shows a bunch of commands a player doesn't have access to #131

    What steps will reproduce the problem?
    1. give default rank players uc.help permission

    What is the expected output?

    When a default player uses /help they'll see the commands and only the commands that are available to them

    What do you see instead?

    Well the players see a whole bunch of commands not available to them. If I set my self to the default rank I'll see 14 pages of commands. Which is still too many and most of them a default player wouldn't have access to. If I make myself OP I'll see 32 pages of commands, so clearly what commands are available has a part in this
