What is the issue?
The nether portals doesn't work. They just keep spinning and never stops.

Please provide any additional information below.
I've enabled nether-portals in the server.properties file.
I'm using Multiverse, tried both with and without Multiverse-portals plugin.
I've got all permissions. (*)
And i'm suing minecraft 1.2.5 and downloaded all plugins accordingly.

Could you please provide some logs on debug mode when you try to travel through a Nether portal ?

The first reason in this case is the wrong configuration of the teleportwithportal parameter, but you seem to have done it.
