also something noticeable is that the particle effects and sound play probably hundreds of times a second, but no damage is done

Roll back your version of ProtocolLib, you are using a dev build that isn't built for.

I had this issue but found that it was worldguard on the server that had pvp disabled. Just make a new region around your arena, and set pvp to allow. Resolves the issue. :)
