/burn toggle doesn't work after first time #5

    What steps will reproduce the problem?
    1. use /burn world and toggle off with /burn - works as expected
    2. use /burn again and the server indicates the world is burning, but nothing happens with the player; config.yml shows - burn players: false.
    3.

    What is the expected output? What do you see instead? player doesn't burn.

    What version of the product are you using?  v1..8.0 - I can't seem to download v1.8.1

    Do you have an error log of what happened? no

    Please provide any additional information below.
    Stopped and restarted MC and Server.  Tried various combinations of /burn world and /burn commands.  Nothing changed.
