2. /spectate mode 1
3. /spectate mode 2
4. /spectate off

What is the expected output? What do you see instead?
My inventory is deleted and replaced with the inventory of a person that I was spectating.

Could you update your ticket with a list of other plugins you're using and the version of craftbukkit you're running this on?

This happened to me yesterday.
