SoulShards - 2.4 Released

* When mobs are stacked with StackMob they will now be properly counted - If 10 mobs are stacked (Still from natural spawns) you will get 10 kills (Configurable - `stackMob.stackShardKills`)
* You can now get a `None` type and tier 0 from `/ss give`. 
* Implement safe spawn locations - This may still need improvements so please give feedback!!
This will now make it so mobs will not spawn if blocks are there. This is more like vanilla spawners.
You can now put a slab on top of the spawner to make sure they never spawn there.
* Implemented spawnRadius as a config option. You can now change how far out they'll spawn.
* Changed the entire Config system internally. It is handled much better now AND you can now /ss reload! You can now add new tiers, change spawn radius, change whatever and just have it change at runtime!
* Implemented a noAi option - Disable AI on all spawned entities
* Implemented a noTargeting option - Disable spawned mobs from targeting people/other mobs.
* Spawners not active now are checked much earlier. This saves on a lot of code execution
* Changed the way I track mobs from spawners - This will now be much better and more reliable.
* Added some more events to block the spawner from breaking unexpectedly
* Implemented a maxMobs option for the stacked mobs too
* Added a workaround for a StackMob bug

 

Probably some other small changes too.
