• added commands to add bocks to lists in game, and a few other fixes

• Complete overhaul of the melting/accumulation algorithms.
• Snow can now accumulate to more than one block, and basically unlimited. Controlled by "MaxAccumulationDefault".
• Added Reload Command to reload any changes made to the config, along with permission to use it.
• Added ability to enable for specific worlds. Look for "EnabledWorlds" in the config after first startup, it will contain all your worlds, then just remove any you want.
