Snow won't accumulate on the ground unless there is already snow there. Basically waiting for Minecraft to add the first layer.

Hey guys this is an excellent mod! I love the serene beauty that it adds to the landscape. (BTW seed '10' with large biomes is perfect!)
The only problem I see is that it seems to have its own rules for where the snow can be. (On top of saplings, or near torches/heat sources)
If you could have an option to make it only grow on existing snow then I think that may help cut out some of the odd accumulation glitches you're getting now and help prevent them with new blocks from future updates. Also this would allow torches to prevent the snow from accumulating in areas the player wants to keep clear.
