Skull Turret
Skull Turrets - creepy skulls at your command:
This plugin allows players to craft and place skulls that can automatically target and attack mobs or players with arrows. Each skull level is crafted from the previous skull level using ingredients that become more difficult to obtain with each crafting level. Great for perimeter defense of your Minecraft fort.
Features:

- Skulls rotate to patrol visible area and can target based on visibility, mob type, distance, health and armor
- 6 craftable types of skulls, Crazed, Devious, Master, Wizard and two temporary skulls types (Devious & Master). Each having varied levels of intelligence for targeting and firing abilities.
- Customizable crafting recipes
- Smartest skull types will attempt to avoid friendly fire
- Custom Bow item to set priority targets for skulls to attack
- Many different config options, including per player settings
- Supports permission node based Group limits (Special thanks to SXRWahrheit)
- Ability to set defaults for newly created skullturrets
- Only uses Bukkit API and so should not break every update.

The only problem I see is that if I go and put all this effort into getting that to work. Just how many people would use that. I doubt I would... just you? IDK, if its worth it... Just being honest.

Sounds like you are using a version or craftbukkit below 2860. Update your server or enable line_of_sight_workaround in the config.

Towny hmm... Commands are already fleshed out in next alpha. Much more polished. But like I've said before the commands that were in place were never set in stone. They were alpha commands and they just stuck. Consider them unstuck though.
On the other note, what sort of "support" would you like to see? Since like factions, I've never used or even really know what towny is...
-edit- Looks remarkably similar to Factions. If the api is ok then I dont see why not. Although I would most likely do it after the next Release. Factions support is still alpha and I like to make sure no one reports bugs in that before I introduce more potential issues into the mix.

@CommodoreAlpha I dont see any need to ask for permission because I have no desire to hard code the skins into the plugin. Its entirely up to the users of this plugin to choose a skin or not. If you want a skin they can be easily found via any of a number of skin search engines available.
Feel free to search for a skin using mcSkinSeach or Subreddit Decoration heads or Skin Viewer There are probably others too. If Player Heads is hardcoding usernames and is open source, then look at the code and get the skin directly from there. Or you could ask for the skins yourself if you dont feel up to the search.
Lastly, you could use one of the few skins that I have found fun to use. Located on the skin page.
I know Player Heads uses player skulls reserved just for mob skins, such as spiders and such. Think you can use these same skulls? You could probably ask the developer if you may use the same heads he uses.

And yes, it would be a good idea for players not to place turrets in enemy factions, but they are allowed anywhere else.

If I understand correctly there is also faction areas. So I'm thinking the turrets will not work in non-faction areas. Meaning if a player goes turncoat his turret's wont suddenly be inside an enemy factions area. They wont work any more. Not sure but I may even forcibly remove them. IE they simply destruct.
Guess that also means you cant place your turret's in an enemy area.
but this is if I understand what I'm reading about factions. Still brainstorming... lots of complexities here.

Pretty much, so the turrets would attack enemy players that come within range of the turret.

I see, So, I guess, to extrapolate from your comment, a basic function to add to skullturrets would be: Enemy Faction's = Targets, Enemy factions ally's = targets. The Skull owners' faction is Friendly as well as all Allied factions...
:-/ hmmm... ok going to need to brainstorm a bit...

Sorry.... um... factions is more like a guild/clan of players. The owner can claim land that the faction memeber can build on. Faction leaders can make alliances, stay neutral or become enemies. There are also faction ranks i think.. hope i helped :D

I cant reproduce. Permissions is skullturret.skin You must use /skedit and select the correct Skull type first. (Wizard Skulls cant change skin) Then use /skskin
Just tested with v0.22 and the above steps worked correctly using Spigot 1086 and PermissionsEx 1.19.6
