Shopkeepers
Set up custom villager shopkeepers that sell exactly what you want them to sell and for what price. You can set up admin shops, which have infinite supply, and you can also set up player shops, which pull supply from a chest.
It will also prevent any other trades with non-shopkeeper villagers, if you want it to.
For those who are simply looking for a convenient way to modify the trades of vanilla villagers (as an alternative to using complex Minecraft commands), the plugin also includes a graphical editor for regular villagers and wandering traders.

Supported server versions
Shopkeepers supports the latest versions of Bukkit / Spigot.
Note that this plugin is created to work with CraftBukkit (or alternatively Spigot). Bukkit does not have an API for some of the things necessary to make this plugin work. This means that other server software (Tekkit, Forge, Cauldron, etc.) will not work with this plugin.
Other CraftBukkit or Spigot derivatives/forks might work, but are not officially supported. So if you run into issues while using those, try to reproduce your issue on a fresh and up-to-date Spigot server first.

Statistics
This plugin uses bStats to collect anonymous plugin usage statistics. This helps me to determine how many servers are using the plugin, which Minecraft versions it is used with the most, and to which degree the different features are used.
Here is a list of all currently tracked information:
- Common information: The number of servers using the plugin, the number of players on these servers, online mode, Minecraft version, plugin version, core count, system arch, operating system, server country, Java version.
- Shopkeepers specific information: Whether specific related plugins are used (Citizens, Towny, WorldGuard, Gringotts, other Vault economy plugins), number of shops, whether player shops are used, whether certain features are enabled in the config (ex. WorldGuard/Towny compatibility, Citizens shops, delayed saves, colored names, chest protection, removal of inactive shops, tax rate, strict item comparison, purchase logging, disabling of other villagers, ..), the number of worlds containing shops.

If you want to disable bStats for all plugins on your server, edit the file plugins/bStats/config.yml, or alternatively disable it only for Shopkeepers by setting 'enable-metrics' to 'false' inside the Shopkeepers config.

Third-Party Add-On Plugins
Sometimes a feature is either to specific to include it directly into the Shopkeepers plugin, or I did not yet have the time to add something similar myself. The plugins listed here extend the functionality of the Shopkeepers plugin.
These plugins are maintained by other community members. If you run into issues while using any of these add-ons, try to first reproduce your problem without any add-ons before you report it.
ShopkeepersNavAddon(abandoned): Adds inventory-based GUIs that allow you to browse all player shops, all admin shops, and to find shops that trade a specific type of item. You can teleport to a particular shopkeeper by clicking a button inside the GUI.
This plugin also integrates support for trading with Vault-based currency, but does so by replacing Shopkeepers' normal trade handling.

lol xBlade, this dev is Nisovin... He make excellent plugins, and currently maintains a great server himself. He isn't going anywhere.

Only way to fix it is to have something like CommandTicks reload them every 10 minutes. Which is actually not stressful on the server since the plugin is so lightweight anyways. Thanks for testing this. :D

i tested the chunk load thing earlier today shopkeepers still walk off.
thought id test and drop one directly on spawn for a while does the same thing :/

Wow, I never knew I could do that. I'm a DERP. Anyways, I still use the timed thing though, only because it needs to be reloaded all the damned time. Although, I'm going to test out that chunk load thing, and see if that keeps them active.

use of /shopkeepers reload does this without using the other plugin
if its the chunk unloading causing this problem then perhaps using this plugin would be of use http://dev.bukkit.org/server-mods/chunkload/

Also any chance of being able to scroll through everything in the chest. (more than 8) I really want my server to use this system as it's simple and looks good but my users are complaining that they can only sell 8 at a time.
I have a feeling the plugin dev is letting this die, due to the lack of any response here, or update. Appearances matter, brah. :P
Can you please make it so that player shops have the option to trade with items? My vision is a market without a currency where people can have shops that trade items for items without spawning. So basically an admin shop but the stock number is affected as people buy things. Please help!

Yes, I agree.
Would be great if there was a possibility to use Signs or Blocks instead of villagers. Would fix the problem of not working or disappearing of villagers. Signs would also fit better to some servers :)

This is due to an issue where the chunk is left unloaded for a certain amount of time, and something tells them to be normal villagers, however they just don't be anything because of some bug in the plugin. The only way to remedy this at the moment, is with the use of two plugins, or just do /reload. However I don't recommend /reload because it lags up the server. Instead look up a plugin called Plugman, and CommandTicks. Plugman lets you reload specific plugins, instead of the whole server. CommandTicks allows you to set a timer on commands. I currently have mine set to execute /plugman reload Shopkeepers. So that it's always reloading it, every 10 mins.
Hey having a issue with shopkeepers locking up I cant enter them and edit their stuff, also i cant trade/buy from them.

It would be insanely amazing if we could some how replace the villager skin with the players skin similar to how citizens works??
Would this be at all possible? At the moment i have the villager and the citizens npc standing next to each other so players know who owns what shop. It would be nice to just right click the player skin and have the villager shop.
Only problem I'm having, is that my villagers turn into normal villagers upon after a random given amount of time. Maybe a reload caused it, but yeah. Love to see this fixed. Thanks. :D
For anyone who needs to keep reloading this plugin, without wanting to reload their entire server, use this plugin until the dev of this one, fixes the problem.

Wait when i try place items inside shopkeeper it just blocks me placing them? it just removed my item in hand and place it back where it was.
Also i cant remove the items that inside the villager they just reload back to where they were.
Oh wait we can only set the price with emeralds or slimeballs? Players cant set tehir own currency?
Can you pleace add a config to disable only use 1 currency? What if players want to sell a cobble for 1 pickaxe?
Several issues:
1. If using a trade villager, if I have (for example) three health potions and one damage potion in the chest, selling for two iron ingots each, if a person opens the window and buys four health potions without closing the window the fourth potion which is not a health potion will be removed from the chest, and given to the player. The potion that leaves the chest is a damage potion but the player receives four health potions. This is causing an issue where I want a vendor to sell five or six different kinds of potions for varied amounts in emeralds and other currencies.
2. I want to be able to mix currencies with seller shops. A user should be able to charge 1 emerald and 2 iron ingots for an item, but the currencies keep converting between each other?
