Shopkeepers
Set up custom villager shopkeepers that sell exactly what you want them to sell and for what price. You can set up admin shops, which have infinite supply, and you can also set up player shops, which pull supply from a chest.
It will also prevent any other trades with non-shopkeeper villagers, if you want it to.
For those who are simply looking for a convenient way to modify the trades of vanilla villagers (as an alternative to using complex Minecraft commands), the plugin also includes a graphical editor for regular villagers and wandering traders.

Supported server versions
Shopkeepers supports the latest versions of Bukkit / Spigot.
Note that this plugin is created to work with CraftBukkit (or alternatively Spigot). Bukkit does not have an API for some of the things necessary to make this plugin work. This means that other server software (Tekkit, Forge, Cauldron, etc.) will not work with this plugin.
Other CraftBukkit or Spigot derivatives/forks might work, but are not officially supported. So if you run into issues while using those, try to reproduce your issue on a fresh and up-to-date Spigot server first.

Statistics
This plugin uses bStats to collect anonymous plugin usage statistics. This helps me to determine how many servers are using the plugin, which Minecraft versions it is used with the most, and to which degree the different features are used.
Here is a list of all currently tracked information:
- Common information: The number of servers using the plugin, the number of players on these servers, online mode, Minecraft version, plugin version, core count, system arch, operating system, server country, Java version.
- Shopkeepers specific information: Whether specific related plugins are used (Citizens, Towny, WorldGuard, Gringotts, other Vault economy plugins), number of shops, whether player shops are used, whether certain features are enabled in the config (ex. WorldGuard/Towny compatibility, Citizens shops, delayed saves, colored names, chest protection, removal of inactive shops, tax rate, strict item comparison, purchase logging, disabling of other villagers, ..), the number of worlds containing shops.

If you want to disable bStats for all plugins on your server, edit the file plugins/bStats/config.yml, or alternatively disable it only for Shopkeepers by setting 'enable-metrics' to 'false' inside the Shopkeepers config.

Third-Party Add-On Plugins
Sometimes a feature is either to specific to include it directly into the Shopkeepers plugin, or I did not yet have the time to add something similar myself. The plugins listed here extend the functionality of the Shopkeepers plugin.
These plugins are maintained by other community members. If you run into issues while using any of these add-ons, try to first reproduce your problem without any add-ons before you report it.
ShopkeepersNavAddon(abandoned): Adds inventory-based GUIs that allow you to browse all player shops, all admin shops, and to find shops that trade a specific type of item. You can teleport to a particular shopkeeper by clicking a button inside the GUI.
This plugin also integrates support for trading with Vault-based currency, but does so by replacing Shopkeepers' normal trade handling.

Ok, I see what you mean. Yes, admin shops have an infinite supply. However, what about my question? What is wrong with having a currency?
The admin shop may be creating resources out of thin air, but it's also putting resources back into thin air. As long as it's a good trade, I don't see the problem. As the admin, do you really want to have to constantly restock your cobble/dirt trade store?
Am I wrong in thinking that admin shops sell an infinite amount of items for a cost?

awesome plugin ! only complaint i have had from players is that only one person can use the villager at a time, its not a big deal at all but thats it otherwise thank you very much

this is a great plugin and it works fantastic just as designed I would say.
I can't even think of a suggestion other then the one about more than one person being able to use an admin shopkeeper. But I see you are looking into it and it may not even be something that can be done.

I'm not seeing how that's "creating resources out of thin air". And no, it's not likely. What exactly is wrong with using a standard currency?
Will there be any way to allow player shopkeepers to have a defined currency?
I don't want to create resources out of thin air. I could change the global currency to cobble, but that wouldn't help anybody but me.

Admin shopkeepers can do any kind of trade at all. Player shopkeepers are limited to the currencies defined in the config.
Actually, I guess my question still stands. Will this plugin only allow you to use emeralds?
Okay, maybe I'm missing something here...
I want to be able to have these shopkeepers sell items for other items that are not emeralds.
For example, I want to set one up that sells Dirt for Cobble.
Is this possible? The only option I'm seeing is emeralds.

Do you have mobs disabled in your server.properties file?
Heya, I was looking into using this plug in as the basis for my new server's economy, but I'm having trouble seeing the villagers after they spawn. Basically, I create a new shopkeeper and I get a message announcing that the shopkeeper has been created, but it disappears as soon as it spawns, flashing into vision for only an instant. After repeating the command a few times and funkying with it, I disabled all other plugins to see if there was an unexpected conflict. They still disappeared. I did find out later though that when I typed /shopkeepers reload they would all flash into existence momentarily as the plugin reloaded, then disappear again. All in less then a second. They all definitely exist though and I can see them in the save file in it's folder in the plugins directory. Any advice as to what problem I have?

It might be that it is duplicating on servers with an automatic server restarting plugin. I'll try to confirm if this is true.

Idea
Could you add admin shopkeepers WITH chests too? So we could buy-in some lottery books (with numbers in it) along with the payment (emerald, diamond) and sell a "thank you" book. The book and the payment will then be put into the chest.

And an observation, i usually upgrade by altering the jar only. So i missed the new entries in the config.yml . Should'nt Shopkeeper update the config with missing parts?
And a wish, i would like to translate it, this would be easier if there is a separate language.yml.

Dumb question but were you vanished/hidden while attempting to do those things?
Any chance you could add a shopkeeper.use permission node? Users without it wouldn't be able to trade with villagers.
What I thought was a 'can't click villagers' bug in Shopkeepers looks to actually be a bigger Craftbukkit (maybe even vanilla client?) issue... Occasionally all entities seem to lose their hitboxes. Villagers can't be clicked, mobs can't be hit, even paintings can't be removed. I don't have a reliable way to reproduce it yet so I haven't yet entered a ticket on Leaky, but how many other people are running into the issue where you can't click villagers? See if you're also having trouble with mobs and paintings when that happens.

As I've said several times already, I am completely unable to replicate this problem. No matter what I try, I never get duplicates. If you can tell me exactly how to make this happen, using only regular Craftbukkit and this plugin, please tell me so that I can look into it.
