Any more informations ?
The Texture Pack is ONLY Applied to the first user to log on to the server. If this person logs off, then back on, the texture pack will NOT be reapplied.

I can't reproduce the issue with the second player not getting the TP.

Does he get the permission ?

For the re-login, it should be fixed in 2.0.3
