Is the problem reproducible ? If yes, please describe how
Simply wait till winter comes up (Using default config)

What's the problem ? What should be ?
When winter is happening it simply rains, not snows. Water does not ice over, ect.
What should it be, it's suppose to snow in the winter, rain in the summer.

What version of Seasons,Craftbukkit, (ProtocolLib) do you use ?
