    What is the enhancement in mind? How should it look and feel?
    My idea (since I have no idea how to make a bukkit plugin) is to have a feature that allows for announcements to occur at times of the Minecraft day. Say the sun is setting but you're underground and not sure about whats happening above... well you could have this feature announce "Night Approaches..." at say 12500 (Minecraft day time) so that you could tell if you should go out or stay underground. If you like my idea PLEASE implement it as I'm sure lots of other people will like it too.
