Faith Gyre, alternately Eye of Faith (or some other name, you guys are probably better at this than I am).
Would behave similarly to Pegasus and Faith Transfer Portal, but instead of moving the Faith island, it would turn the entire island by tier * 90 degrees, where the tier block is a consumed fuel block placed in the center, similar to Pegasus's fuel slots.
Tier 4+ fuel would be rejected.
Alternately, tier 4 would have no effect, tiers 5-7 would have the same effect as tiers 1-3, respectively, and thus would be wasteful.
Alternate Idea: 2 "versions" of the rune, both tier-less and fuel-less, one to turn the island by 90 degrees clockwise, the other counterclockwise. I couldn't think of a good pattern for this, though.

This is already being done! Except, we call it a RuneCraft, Runic Vehicle, or Runic Forklift. :)
