Are you sure that RPG-NPC is not colliding with any other commands from any of your plugins? Are you sure that you have the permission rpg.create ?

yeah I was actually able to create a NPC at first, then he was gone next time we all logged in, now no commands work at all, I have not tried since the update to 1.5.1 so might try again soon, will post results.
