[FIX] problems with registering RP flag, it's now fully functionnal!

replace world management with world guard flags compatibility with a new flag nammed "rp" (requires World guard and wgcustomflags)

world management to choose which worlds RP is enabled and an admin command to enable bypassing voice range mode to make moderator aware of anything sayed in rp mode everywhere.
