Bukkit

- Make login notification configurable when there are no open requests.
- Stop people from filing empty modreqs.
- Allow /check to show the status of your own requests.

This is currently a beta, a work in progress. Some things might not work like expected or is missing. Open a ticket if you find something. ^^
