Update 9/29/2013
Here's the source, since I won't be developing this anymore:

RemovePotionParticles v1.0
What is it?
RemovePotionParticles speaks for itself. It periodically sets the Potion Particle Packet for all players to 0, which means none. There will be an option to set the interval to your liking. In short, it just removes potion particle effects from all players.
How do I use it?
Drop the plugin into the folder, and it will run automatically. There isn't a configuration file.
Features?
If there's anything you guys want from this plugin, please post a comment! :)
Thanks everyone!
Hey everyone, sorry this has been so delayed. I'll make sure to make an update for 1.7.5 and keep this updated regularly. Sorry!
Could You Update To 1.6.4?
@Djimusic
Hey, sorry for the late reply. I'll post the source in an hour or so, but the way it works isn't the best way. It loops a packet that overrides the packet for displaying the particles.
Hello, Can you post the source? I would be glad to add the config file for you as that would be helpful for me too. I am a plugin developer and would prefer not to reinvent the wheel. Thanks for the plugin though :D
Alright, I'll add these things once I'm done with my projects. Thanks :)
@Qwahchees
Well, not only would it be helpful for invisibility but; I personally like seeing the regen and healing effects on people I use healing spells on. Gives an extra feel to things. The rest of the potion effects can just go die for all I care.
Possibly, that would take me a while to code as it's tedious, but yes it is possible. I assume you're asking this because of invisibility?
I love this idea, but the question is.. can you remove only specific potion effect particles? You should add a config file so we can set it that only specific potion effects won't have particles.
