What is the issue?

I am trying to allow people with a permission to warp to a region but not place or break blocks.
I use bypass but they can still break. Any idea on what I could do?

Give them the regios.fun.warpto permission and then use the /regios protect bb <region> and /regios protect bp <region> commands. You shouldn't need to give them the bypass permission.
