Added /rj reload command. Fixed null error when leaving a region that wasn't setup. Reverted record play code to pre-v1.2 to fix multiple people entering region problem. Also made crude music following feature.

It gets weird when you try to change the volume during a song playing. It doesn't listen to the client volume setting while playing, but plays at the volume level when initially starting.
