What steps will reproduce the problem?
I have had this happen twice, both while trading the same item with the same villager.  The villager is a butcher, and I have been trading coal to it.  After a moderate number of trades, the offer disables as per vanilla, despite the config being set to false.  The offers activate again after trading the next tier item, as per vanilla, but continue to be removed with further trading, also as per vanilla.

Do you have an error log of what happened?
See Ticket #8 for my server startup log, it is identical for this one.

Please provide any additional information below.
config.yml is in default mode, I have not modified it.
