RealEnchantment
RealEnchantment is an another enchantment plugin to choose exact enchantments for your items, but it offers you especially an alternative enchantment system. You can also add enchantments to enchanted items, so it is possible to improve your items afterwards.
You use commands to enchant, but an enchantment table must be nearby. The player must stands at least 4 blocks away from the enchantment table, otherwise it isn't possible to enchant.
Why using RealEnchantment?
Because RealEnchantment is different, firstly you don't have to enchant your items and hope that you get good enchantments. This is the luck factor that I don't like. But RealEnchantment has also a luck factor: the enchantment costs. If you want to enchant an item with, for example fortune level 3, the cost of this enchantment is not fixed. In our example there is a range from 23 level to 30 level, but the chance to pay 30 level is higher than to pay 23 level. So the luck factor from the Minecraft basics don't get loss!You use commands to enchant, but an enchantment table must be nearby. What is "prepay"?
Prepay is a feature of RealEnchantment that prevends a player to try as long as he or she gets the enchantment for the cheapest price. After every try to enchant the plugin will remove some level and experience. This is adjustable in the config file. The permissions RealEnchantment.noprepay disable the prepay for the player, also if prepay is enabled.Features

How to enchant an item
- Go to an enchantment table
- Use "/re list" to list all enchantment
- Enchant your item with "/re <enchantment> <level>", if you have enough level the plugin randomize the price and remove the required level
- Finished! If you want, you can add an other enchantment

Until your requested feature is added to this plugin, I suggest trying out EnchantmentPack which lets you turn off vanilla enchantments or make them require more exp. You need to download EnchantmentAPI for it to work. You could even alter the max level of a vanilla enchant so instead of Fortune 3 you can nerf it down to just 1 and same with Efficiency or any other enchant.

The plugin is not made for those things. In my opinion something like blocking enchantment combinations should be a standalone plugin. Maybe I will implement this feature, but something like this isn't a thing for this type of plugin.

Sorry, I will clarify. So lets say a player has a diamond pickaxe and that pickaxe is enchanted with Fortune 3, Efficiency 5, unbreaking 3 or Silktouch to replace Fortune that Pickaxe would be a "god-pickaxe" so to speak. Due to the really nice enchantments. Now like say the player has a sword. And on the sword are your typical enchants Fire Aspect 2, Smite 5, Sharpness 5, Knock Back 2, etc. Maybe it's just me but I feel like when you to items with all these enchantments things start to be unbalanced. So basically I want to know if it possible to stop players from combining all these enchantments together on a single item without totally removing the enchantment as a whole. If that makes sense I hope it does as I can't think of a better way to explain it.

Ehm, don't what you mean with 'god item'. You can disable the enchantments with permissions, but you don't want this... So what do you mean with it? Enchantments is a kind of magic in Minecraft, so every enchantment is a kind of god tool?
I intend on making a server soon and would love have this but I want to keep everything fair without actually taking enchantments away. So lets say if for instance I don't want player to have god items can this plugin stop players for combining the necessary enchantments to achieve a god sword, pickaxe, etc? without disabling these enchantments altogether?
P.S: Sorry if you have answer this already in the comments, if you need me to clarify what I mean better I will do so. If this plugin doesn't have this feature is it something you can work in?

Okay, this is also an idea. Would take some time for me, but at the moment there are plant other features for this plugin like a remove command with an system that gives you some level back dependet on the durability and the enchantment. I also want to implement a prepay feature for those people who are trying to get an enchantment that costs between 21-28 level and only have 21 levels in their inventory. So they try and try until they get their wish for only 21 level.

Well I guess I could've done that example a bit better. Yeah, they cost items but I also meant enchants that are in the level 1 to 5 range could use any of those items. I was also suggesting making them a custom recipe so it would be more like this:

You have to work out the best way for yourself of how to configure it so that every exp level is customizable or a range such as Level 1-5 is. Most important part for me is making the item cost customizable in the config. So the above examples I can simply replace 'apple' with 'rose_red' and it would then require the rose red dye instead.

So that there is no misunderstanding: the plugin uses items instead of level. For example I enchant efficiency 1 (costs 4 level) and I have no netherwarts in my inventory, but one blaze rod. So I pay with one blaze rod and get the required enchantment?

Yeah pretty much. I actually requested a custom enchant for mcmmo awhile back but the item cost for enchants doesn't have to be mcmmo at all. This was the Request here and although mcmmo has an api to hook into, I'd rather have it non-mcmmo if its easier to pull off especially since some people don't use mcmmo.

I like the idea of this plugin a lot. One thing I'd request is an option to make enchants cost items. An example:
