    I am a player on a server that has gotten rid of player shops due to the fact of players abusing shops by hiding their items in the shops. Is there a way to prevent players from abusing shops and only able to place items they sell?

    Simple, set shop.lock: false in the config. This means anyone can just open the chest, unless some other kind of protection is placed on it (Eg lockette, lwc, griefprevention, worldguard)
