PWPromote for PermissionsBukkit
There are also versions of PWPromote for PermissionsBukkit and GroupManager. I made this version for a friend, who won`t use PEX. This versions work like the normal version(same permissions and config..). But you have to give the permissions pwpromote.member to you member-group(group which the player will get promotet to). You won`t need vault for this versions.
