What steps will reproduce the problem?
1. Put NOSILKTOUCH: false
2. Mine diamond ore with a fortune pick

What is the expected output? What do you see instead?
To get a lot of diamonds (3-5), only get 1 diamond always

What version of the product are you using?
1.9e

Do you have an error log of what happened?
No, there is no error log

I made this over a month ago! Why hasn't anyone even looked at? People are using this as a excuse to break rules on my server! Please fix soon!

Yes, with hundreds of thousands of downloads of my plugins and my custom plugins that aren't on Bukkit I might not get to everyone right away.

First of all you are using 1.9e, try the current version which is 1.9i.

You can also not use the no Silk Touch Option and change your ProtectionsStones to other block types, please read the Configuration Page.
