Added the following commands:

/ps info flags (to show flags set in your region)

/ps flag [flagname] [setting] (to set flags) see the Commands Page for more information.

Added the following permissions:

protectionstones.flags (Allows use of Flags Commands above) defaults to true.

Added the following custom configuration in the config.yml file:

Region.SKYBEDROCK (Create regions using the whole Y-Axis, see the Custom Configuration Page).

Incompatible with PreciousStones, they both act on the same kind of ore blocks and both have the same command name of "/ps".
