What steps will reproduce the problem?
1. create a R4 region , ok
2. check the region size with whatshere   in X,Z  (should 7x7)
3. But in east direction there is 1 block more in size , the height i have not checked (its 7x8)

What is the expected output? What do you see instead?
(should 7x7x7)

Do you have an error log of what happened?
no errorlog , you must try it on a running server
