Bukkit

• Optimized PlayerInRegion task to yield to other threads between player checks
• Added an option to disable PlayerInRegion checks. This will break effects that rely on checking for players (such as shootarrow or periodicfarm)
• Removed metrics. I wasn't using it anyway.
