What steps will reproduce the problem?
1. Using PermissionsEX 1.17 (current), create a user that has additional mobspawn permissions
2. Login as that user and use '/mobspawn zombie'
3. PEX is working for other things fine

What is the expected output? What do you see instead?
Expect: 'You don't have permission' message.
See: zombie spawned
(pick any other mobs)

How did you login as that user? Did you turn off authentication and actually login as them, or is this a PEX feature? If the latter, you need to make sure you're not an op first.

You can log in as an other user, if the server runs in offline mode and you know how. PEX can't do this.

You explained like you have given that user the permissions to use the mobspawn command, so doesn't it work fine then? If someone can reproduce something like this with the github version (that unofficial one that you can find in the main page comments), please let me know...
