What steps will reproduce the problem?
1.define a region
2.trying to dig
3.says I don't have permission

What is the expected output? What do you see instead?
I am able to dig but it says I don't have permission (please don't respond with just op yourself because I purposely
Deop myself to see if it would work for other players)

Change the priority of your mine region to 1. /Region setpriority <MineName> 1. This will overwrite any overlapping regions, allowing players to destroy blocks inside the actual mine region. Make sure to enable building in the mine region using /Region flag <MineName> build allow
