v3.8.2 - Update to limit scan attempts in empty regions (for custom world generators)

Certain world generators (floating islands), may generate empty regions, in which case, PD would fall into an infinite loop of waiting for a chunk to load, this update will limit amount of scan attempts to 3 and then skip the chunk. This has not been tested.

Posts may generate on top of structures that are already made if the plugin is added to a developed world.

When used in conjunction with Essentials, Essentials may re-adjust teleporting and place you under region posts.

Posts may generate in oceans if the region reports enough available recources.

On FTB servers, posts my generate in regions without resources.
