Added a little bugfix to servers which have bugged signs (wrongly removed), PLEASE, remember always to remove owner signs by breaking it, don't use worldedit or other weird ways.

WorldGuard saves the regions every x time, so if the server crashes those transactions are lost, now Plot Manager forces WorldGuard to save the region in the same moment of the purchase.
Old members of regions remain when other player purchases a Plot, so this can be dangerous for the new owner, added option in config to DELETE all the old members in the purchase moment.
Added MAX Plots/Regions per user by permissions "PlotManager.plots.x" - > x = amount of plots, players/groups without this perm will have bypas to buy all Plots they want.
Now in config, you can set the MAX Plots/Regions per user, this will only work for players without the restriction permission "PlotManager.plots...."
Fixed bug with the "PlotManager.user" permission (to buy plots) that was working the other way.

Some minor changes in the code, colors for Owner Signs have changed for the Owner line to: No owner = Dark Red, Owner = Black, Various Owners = Dark Grey (the previous Dark Green was difficult to read in some texture packs, even in the default one).
