Economy added with Vault

/pclaim rewrite to include rectangle sized plots, x,y,z, instead of a square

Changes made to the writ system to fix a few small issues with item stacks.

Updated to work with new version of Minecraft. Compiled with 1.7.9

Added Config file support

Pdistance was added to set the number of blocks that must exist between plots, to keep them from being on top of one another.

Player Event was changed to a player click event. Writs must be used from the inventory by right clicking on them.

This was done so you could set a price using CitiTraders2 without using the writ since it takes a right click with the item in hand.

NOTE: With this feature you must open your inventory and right click on the writ, even if it is in the hotbar, using it from your hand will not work!
