PingChat
A simple plugin that emulates IRC style pinging. You will be "pinged" when your name is mentioned in the chat using sounds already available in Minecraft (no client mods required). There are no permissions or commands; PingChat works right out of the box.

Other
This plugin uses Metrics to collect stats such as plugin version, server version, and players online. If you want to see everything collected, visit our Metrics page. Edit /plugins/PluginMetrics/config.yml to disable the anonymous data collection.
This plugin also includes an auto updater which can be disabled in the configuration.

Does this have permissions?
You could add integration with TownyChat plugin? (it's part of Towny plugin) Or maybe per range chat feature. (Al igual que 50 bloques o 100 bloques.)

That's an issue with LiveChat.

Would be really nice if abbreviated names ignore punctuation, so for example someone saying "Eel?" would ping me.

I would suggest instead of automatically set to ping someone when their name is said, make it so people can set their own "trigger" words.

I added this about a month ago (available in the latest development build). (Did you see the comment below yours?)
Can you make it so we can set a certain amount of letters for partial names? My name is n33dy1 and people say n and it pings me. My friend InitialSAW gets it everytime someone uses the word in. I like partial names being on because sometimes people go like this...

No. In recent development builds it's possible to set a minimum character length to be pinged, however.
Is it possible to toggle on a per-user basis, or set the partial names that you want to ping you?

I don't see how a delay would prevent chat lag, if you're using the AsyncPlayerChatEvent there wouldn't be any lag. Also from looking at the Github repos, the other one was indeed created before this one. Here's an image comparing the times http://i.imgur.com/ehXdNFf.png
