What is the issue?

I have several worlds. Two of them should have rules that are more strict than others: the players must not build, destroy, craft, get food or anything except clicking on signs and activating pressure plates, buttons or levers.
It seems that the server cannot recognize the rules set for the special worlds.

Please provide any additional information below.

Under the group 'default' and 'player'. at  the end of the normal permissions I tried to make the two worlds as I want (Ramok and Skesmond)
