Update:

• Added option to select height of balloon drops: DEFAULT, RANDOM, MIN, and MAX.
• Fixed critical bug that dropped balloons at Y level 10.
• Fixed minor bug that claimed an existing region didn't exist and nonexistent regions existed (textual bug only).
