Initial release

Prevents players with no opchecker.canbeop permission from being opped.

Deopping and op checking does not work in console.

Logging to console repeats for every player online that has the opchecker.adminnotify permission.

Some permissions are spelled "opchecker.adminotify" instead of "opchecker.adminnotify"
