    What Version of OnTime and Bukkit are you using?
    OnTime: v3.4.2
    Bukkit: 1.4.2 R0.2

    In addition to having a rank exclusion for source player rewards, also have rank exclusion rewards for target players.
    Ex. Bob types /referred by Joe, and when Bob gains the LevelOneVIP rank, Joe gains rewards.
