This project isn't really maintained anymore. I think this plugin might fill this plugin's place
NoSpeedKick - prevent kicking for moving too fast:

This is my first plugin, and its very simple. NoSpeedKick can prevent people from getting kicked for moving too fast (i.e. the server will sometimes automatically kick someone with the reason "You moved too quickly :( (Hacking?)"). This sometimes happens due to occasional bugs in other plugins and whatnot, so I decided to just remove it.
WARNING: While automatic kicking seems like just a nuisance, it is a somewhat important layer of security. Using this plugin could potentially allow people to overload or crash your server. I recommend that you use another plugin that prevents hacking in combination with this one to reduce your risk. (I recommend NoCheat)

To everyone asking for 1.2.3 update: Use the update that TheEliteFour awesomely created here. I plan to make an "official" update at some point, but until I do, TheEliteFour's version looks great.
@TheEliteFour Thanks so much for updating this for me! :D Do you mind if I upload it to BukkitDev, just so that people notice there is a version available for 1.2.3? (I'll give you credit, of course)
@imilkywayz I include the source code in the JAR file, although I don't think I use player.getVelocity in my plugin. Perhaps you might check out the source code of NoCheat.
If you dowant my source code though, download v0.3 and extract it like you would a zip file. You'll find .java files with the source code for all both of my classes. (p.s. even if I didn't do this, it's possible to decompile the .class files of any plugin to get a form of source code)

It'd get sweet if you could include a source. Im working on something to limit peoples fly speed so that it can't cause any crashes and i need some example code on player.getVelocity
