Changes from v0.2.1

• removed the broken 'NoSpeedKick.log' perms node
  
• now supports PermissionsBukkit/built-in perms/whatever you call it (in addition to Perms 2/3)
  
• config file with some options
  
• basic built-in permissions for servers that don't use permissions
  

Changes from v0.3a (dev version)

• fixed a permissions bug related to the old ".log" node
  
• moved to CBB #1137 (probably also works on #1240)
  

• Uses the old (deprecated) code for configuration stuff. This won't cause any problems now, but it might break the plugin someday (i.e. on a future CraftBukkit build). Switching to the new FileConfiguration API is my only current to-do item for v0.4.
  
• Causes a NullPointerException when disabled. My understanding is that this is a bug in CBB #1317, not in NoSpeedKick. To fix it, use #1318 instead.
