What steps will reproduce the problem?
1. Have a server with both creative and survival worlds
2. Have a default config file
3. Throw an egg in both creative and survival

What is the expected output? What do you see instead?
Expected spawning to be disabled in creative and allowed in survival
In creative I get the message as expected "You dont have permission..." but the creature still spawns
In survival I get no messages but creature do NOT spawn

What version of the product are you using? (Full/Moderate/Light + Version)
Full version 2.0.2 (reports 2.1 when /nse)

Do you have an error log of what happened?
No errors in log

Running bukkit 1.2.5-R2.0

I wasn't able to reproduce this. What other plugins do you have? What permissions nodes relating to NoSpawnEggs do you have when this happens? By default, no worlds are on any lists in the config (besides ExampleWorld), have you changed any values here?
