Added configuration file with two different configable values: healpercentage and nohungerheal.
The healpercentage is a double value that has a minimum of 1 and a maximum of 1000 as a value. The value of it represents a percentage value, e.g 100 = 100% - normal healing.
The nohungerheal is a boolean value that can only have a value set as true or false.
The healpercentage value equals the amount of health regained when the regain reason is satiation (in percentage), if nohungerheal is turned to false.
Added error messages to be outputed in console if any occur.
The config.yml is found (by default) in the "plugins\NoHungerHealPlugin\" folder.
